The Goa Energy Development Agency (GEDA) has issued an invitation for bids for the development of a 2.25 MW ground-mounted solar power project featuring virtual net metering on a turnkey basis at Mormugao Port, under the capital expenditure model
Interested parties are required to submit their bids by December 26, 2023, with the bid opening scheduled for December 29
The comprehensive scope of work encompasses design, engineering, procurement, construction, grid connection, and commissioning of the project. The selected developer will also be entrusted with the ten-year operation and maintenance responsibilities
The project is slated for development on a seven-acre plot allocated by the Mormugao Port Authority within the port premises. The electricity generated will be utilized for captive consumption by the port
The selected developer must commission the project within 150 days from the date of the letter of award. Additionally, the developer is responsible for the design, supply, erection, testing, and commissioning of 11 kV underground cabling (approximately 2.5 km) and associated switchgear equipment, transformer, and metering equipment for connection to the 33/11 KV at the Bogda substation. This includes ensuring the right of way, in accordance with technical specifications and state regulations
Bidders are required to submit a tender fee of ?15,000 and an earnest money deposit of ?16.58 lakhs excluding GST. The selected developer must furnish a performance security amounting to 10% of the contract value within 21 days from the issuance of the letter of acceptance
Micro and Small Enterprises (MSE) registered with the District Industries Centre, Khadi and Village Industries Commission, Khadi & Industries Board, Coir Board, National Small Industries Corporation, Directorate of Handicrafts and Handlooms, or possessing a Udyam registration certificate, are exempted from the tender fee and earnest money deposit
Bidders are required to demonstrate experience in executing at least three similar works, each costing not less than ?6.63Cr, or two similar works, each costing not less than ?8.29 Cr, or one similar work costing not less than ?13.264 Cr, excluding GST. Similar works must involve either the design, supply, installation, testing, and commissioning of at least 1.2 MWdc or above ground-mount solar power projects in India, or the design, supply, installation, testing, commissioning of at least 1.2 MWdc or above ground-mount solar power projects in India, along with a subsequent maintenance contract for the same
For the previous three fiscal years, bidders must have an average yearly turnover of at least ?4.974 Cr. A minimum of ?2.487 Cr in average yearly financial turnover is required for MSEs and startups
